This dress is inspired by the song "Superpop" from Madonna, and I used the same colours used in the cover :3

The ribbons stand for the imprisonment-feeling that the super-popularity can make you feel, like living within a luxurious prison, and the skirt means that you have to look beyond the appearance, beyond the shining pop sequins, and learn to know the real, true person that is wearing this dress.

It wouldn't be just ribbon, but instead a firmer material that can stand and bend on it's own with the support of the clasp that connects it to the dress. It's a very possible dress.
